Bihar Assembly winter session begins; NDA leaders optimistic after by-election win, budget and legislative actions ahead

The winter session of the Bihar Legislative Assembly began today with a series of formal activities and legislative matters on the agenda. Following the recent by-election results, where the NDA secured all four contested seats—Ramgarh, Tarari, Belaganj, and Imamganj—the ruling alliance is set to address key legislative tasks. On the first day, Assembly Speaker Nand Kishore Yadav will deliver his address, after which new members will take their oaths.

The session will also include the presentation of authenticated copies of ordinances that were promulgated by the Governor. The second supplementary budget for the state’s finances will be presented by the government for discussion. The supplementary budget will be discussed in detail on November 28, with the government aiming for its approval during the session. Additionally, a condolence motion will be introduced by Speaker Nand Kishore Yadav to pay tribute to recently deceased figures.

The session, which will last for five days, is expected to cover a broad range of legislative business. Government officials have prepared several bills for introduction, and important legislative tasks are set to be completed during the session. The final day, November 29, will see a discussion on non-government resolutions, which will be debated by the members.

Ahead of the session, Speaker Nand Kishore Yadav met with senior officials and representatives of all political parties to ensure cooperation and smooth proceedings. Security arrangements have been strengthened around the assembly building and the Legislative Council, with a significant deployment of police personnel. These measures come in response to the recent by-election results, which further solidified the NDA’s position in the state legislature.
