Another video of senior Bihar bureaucrat KK Pathak, who was recently caught on video verbally abusing a junior probationary officer, shows him addressing IAS officers as "basti, idiots, donkeys".
The video conference video comes just a day after Bihar Chief Minister Nitish Kumar ordered an inquiry into the conduct of KK Pathak. No one here understands without abuse directed at their mothers and sisters, an agitated Mr. Pathak is heard saying.
KK Pathak was at the meeting regarding cooperatives. "Abolish all cooperatives, we will distribute everything ourselves," he continues, "those rascals keep saying 'sir' will do it. Everyone here is 'sir'. Who is the common man in Bihar?" He then addresses the Rohtas district officer and says, "kahan mar gaya Rohtas (where Rohtas died)". He further instructs the Bikramganj officer and asks him to find the "monkey sitting in the coop" and take charge of it. In the same meeting, while cursing an officer, he said, "Ullu ka pattha (son of an owl), idiot, gadha (donkey)" adding that "they are all useless donkeys".
Just three days ago, IAS officer KK Pathak's rant went viral apparently triggered by the feedback shared about his treatment of his junior. The Bihar Administrative Services Association condemned the officer's conduct and demanded his dismissal. "People don't have sense here. In Chennai, people follow the rules. Have you seen anyone obeying traffic rules here? They even blow red lights," says Mr. Pathak, principal secretary of the Prohibition Department of the Bihar government heard at the officers' meeting.
The target of his fury, the Deputy Collector, tries to apologize to him, but Mr. Pathak is unstoppable. "Now I will show them...I have been here for 32 years," he says, also attacking the body of Bihar officers for complaining about him. According to reports, Mr. Pathak was upset over a complaint lodged against him for mistreating a deputy collector during a training session. The complaint was filed by the Bihar government in Gaya in November. Sunil Kumar, Minister for Prohibition, Excise and Registration in the Bihar government, said disciplinary proceedings would be initiated against KK Pathak.
"The government should release KK Pathak as soon as possible. He is not in a good mood. Apart from being the secretary of prohibition department, he is also in charge of BIPARD and harassing Bihar officers during training." Meanwhile, one officer also died after being publicly humiliated. All our officials are upset about this video. We will intervene as soon as possible. At present, Chief Minister Nitish Kumar and the Chief Secretary have been asked to take action against him,” said Sunil Tiwari, who heads the officer corps.
Nitish Kumar, when asked about the video, said, "Everyone including the chief secretary is looking into it. We will investigate the incident." A 1990 batch officer, Mr. Pathak was appointed as Additional Chief Secretary (ACS) in the Prohibition and Excise Department in 2020 after returning from central deputation.
