The Supreme Court began hearings on October 15 regarding the tragic rape and murder of a 31-year-old doctor at RG Kar Medical College and Hospital in Kolkata. Solicitor General Tushar Mehta, representing the Central Bureau of Investigation (CBI), informed the bench that the agency is handling the investigation with "utmost seriousness." He submitted a new status report revealing that a charge sheet was filed in the Sealdah court on October 7, including serious charges of rape and murder against the accused, Sanjoy Roy.
Chief Justice DY Chandrachud acknowledged the CBI's diligent efforts and noted that the charge sheet has led to the court taking cognizance of the case. The CJI highlighted that the investigation remains ongoing, particularly concerning the involvement of other individuals and possible financial irregularities within RG Kar Medical College. The CBI is looking into whether any administrative failings contributed to the circumstances surrounding the crime, as indicated in earlier hearings where the court expressed dissatisfaction with the Kolkata police’s response and procedural delays.
The Chief Justice also pointed out that the CBI has been in consistent communication with the victim's family, providing them with regular updates regarding the investigation’s progress. This step is crucial to maintain transparency and build trust with the family during this distressing time.
Moreover, the Supreme Court addressed broader issues related to the safety of healthcare professionals, particularly in light of this incident. The CJI expressed concerns about the slow pace of the National Task Force, which was formed to improve security measures for doctors across the country. The task force has reportedly held only a few meetings since its inception, with the last meeting occurring on September 9. Although it has received over 1,700 suggestions and reports from approximately 7,800 hospitals, the CJI urged the central government to ensure that the task force meets regularly and delivers actionable recommendations in a timely manner.
In its previous hearings, the Supreme Court criticized the Kolkata police for their handling of the initial investigation into the case, which was labeled as "extremely disturbing." The court raised questions about the police's delay in filing a complaint regarding the unnatural death of the doctor and sought accountability from the West Bengal government concerning safety measures in medical facilities.
In light of these discussions, the Supreme Court directed the CBI to file its next detailed status report within three weeks, underscoring the need for continued transparency and effective investigative practices. The next hearing is expected to address the progress made by the CBI and any updates from the National Task Force on doctor safety.
